Here's an overview of the Efficiency Kansas process for partner lenders. For more details, please consult the Efficiency Kansas Program Manual.
Step 1: Is Customer Creditworthy?
The first step is to make sure that your customer is creditworthy. The determination of creditworthiness is solely up to the lender. Lenders should pre-qualify customers before directing them to the list of energy auditors.
The State Energy Office will provide rebates to banks to cover $250 of loan origination fees.
Step 2: Directing Customers to Energy Auditors
Lenders will direct eligible customers to the list of Efficiency Kansas qualified auditors.
Step 3: Facilitating Approval of Energy Conservation Plan (ECP) and Customer Projects
Once customers have reviewed the prioritized recommendations outlined in the Energy Conservation Plan (ECP) and decided on the scope of the project, they will submit the ECP to the lender. The lender will forward it to the State Energy Office for review.
Upon hearing back from the State Energy Office, the lender notifies customer that project was approved or disapproved. Once approved, no adjustments can be made in the project costs.
Step 4: Receiving Efficiency Kansas Funds and Closing the Loan with Customer
Upon receipt of State Energy Office approval of ECP, lender notifies customer and closes the loan. At this time, the lender also receives the full amount of approved project from the Office of the State Treasurer.
Step 5: Verifying Completion
After all contractors have completed work on an approved project and the auditor has performed the required post-audit, the customer will provide the lender with a Certificate of Project Completion that has been signed by the auditor and the customer. The lender will also sign, indicating acceptance of the auditor and customer's assurance, and send the certificate to the State Energy Office.
Step 6: Repayment of Efficiency Kansas Funds
Lenders will forward customer's principal payments (plus a $2.00 monthly administrative fee collected from customer) on a quarterly basis until loan is repaid.
